This desktop pc still does have the necessary files in the right place, and still won't work.

I just checked and the nfig file is inside the S:EFI/refind/refind I can't recall where I've got these instructions to install it in Windows, but these are the steps: Get rEFInd.Expand the ZIP file, and copy the resulting folder to C:Open Command Prompt AdminEnter command line: Mountvol S: /SIn the same terminal move two levels up to C: (cd.)xcopy /E refind-bin-0.13.2 S:\efi\refind\S:cd EFI\refind\refindrename nf-sample Enter command line: nf-sample nfigEnter command line: bcdedit /set path\EFI\refind\refind\refind_圆4.efiDone! Like I said, that's exactly what I did before for the laptop, and other desktop pc without a problem.

I am able to call the UEFI menu, but rEFInd won't succeed to load. Never once has the Linux boot manager/loader (either the original GRUB or rEFInd) been broken, by a Windows update or otherwise. All we need is a boot manager to hand off control to the Linux kernel that we want. We don’t need the GRUB boot loader on EFI-based systems, since an EFI-boot loader stub is built into the Linux kernel itself. GRUB is both a boot loader and a boot manager. To re-enable rEFInd, you must re-install it from a Recovery system or from another OS. If rEFInd is not working, though, re-installing from this boot will not help. You can boot such a kernel directly with rEFInd, without relying on another boot loader. A boot manager hands off control to another boot program. But it won't work in my desktop pc also with Windows 10. I successfully installed rEFInd in Windows 10 in my IdeaPad Flex 5.
